New Building Codes require attic access to be insulated to same level as attic.
New Building Codes require attic access to be insulated. 2009 IECC Section 402.2.3 and 2009 IRC Section N1102.2.3 reads: "Access hatches and doors. Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weatherstripped and insulated to a level equivalent to the insulation on the surrounding surfaces." A minimum of R-30 to R-49+ is now required! Battic Door makes an R-50 attic stair cover kit to insulate attic stairs and an R-42 attic scuttle door hatch that meet all Code requirements.
