The problem that should be investigated is the one surrounding unmetered supplies.
This creates problems to modern proposals for energy saving ,particularly in highway feeder pillar fed street lighting.
Whilst Smart Meters could turn these into metered supplies which would allow infinite control and therefore energy savings the supply companies then hike the tariff by 50% hence making the energy saving propsal unattractive.
This is preventing large scale energy saving schemes from even getting off the starting line .......... it is positively absurd!!
